This is my theory - Moz signed a record deal ( to Rough Trade) last August, the album has been recorded and once the tour is over it will be all annouced in the press etc etc. An album and single will come out in January, a time of year when sales are low, ensuring a number 1 album and top 10 single and a career resurrected.

Well, the funny thing is that is kinda what I thought. I don't know about signed in August, but I do think that he is already in the signing process. We know that the "Album" has indeed already been recorded, so it's all a matter of a record company putting it out. I think it's kinda odd that Sanctuary would be releasing this totally random live DVD, when there is nothing else going on?

If Morrissey had a record deal, he'd be screaming that fact at the top of his lungs. It's not a stroke of marketing genius to keep your record release a secret. Unless of course your marketing strategy is to not move your record off store shelves.
