He's not exactly fat! Should he look like Kate the waif? Some of it can be genetics, but also Carbohydrates, pasta etc., can plump you up. Speaking from experience.

I'm a vegan and pretty skinny. However, people can be vegan and still fat if they have a compulsive addiction to junk food (like potato chips and Tofutti, or whatever is fattening yet vegan.)
